New South Wales cuts battery storage costs by up to 40% for businesses and apartment buildings in the Australian state

Australia’s New South Wales (NSW) has introduced a new upfront discount scheme for battery storage systems installed by businesses and apartment buildings, cutting installation costs by around 20% to 40%, depending on system size.

From 1 September 2026, eligible commercial and industrial operators will be able to access the discount through government-accredited suppliers, with the size of the discount scaling with battery capacity.

The NSW government gave the example of a small grocery store receiving a discount of around AU$37,000 (US$24,050), while a medium-sized business, such as a dairy farm, could receive around AU$355,000.

The scheme covers battery storage systems between 20kWh and 30,000kWh and also extends to apartment buildings with four or more units, where owners’ corporations can access discounts on batteries installed in shared spaces between 20kWh and 200kWh.

The state government said the new incentive can be combined with the federal government’s discounted rooftop solar scheme for commercial buildings. It has also expanded its existing virtual power plant (VPP) incentive to include battery storage systems up to 50kWh, making small businesses and households that join eligible for a payment of up to AU$1,000 for connecting stored energy to the grid to help meet peak demand.

The VPP incentive was first doubled to up to AU$1,500 for NSW households in June 2025, timed to coincide with the launch of the federal Cheaper Home Batteries Program, with the state government saying at the time that a typical 11.5kWh home battery storage system could attract almost AU$5,000 in combined support once both the federal discount and the NSW incentive were applied.

This latest expansion widens the pool of smaller commercial battery storage systems eligible for that same grid-support payment, alongside households.

The government said home battery storage systems uptake in the state continues to grow rapidly, with around 10,000 new installations every month.

Building on federal momentum in residential storage

The NSW scheme lands as Australia’s federal Cheaper Home Batteries Program continues to scale.

More than 507,000 households, small businesses and community organisations have now installed a battery storage system under the federal scheme, which discounts the upfront cost of small-scale battery systems connected to solar modules by 30% and is administered by the Clean Energy Regulator.

The programme, budgeted at AU$7.2 billion over four years, has grown steadily since its July 2025 launch, surpassing 400,000 installations and 11.2GWh of cumulative capacity by May 2026, outpacing the government’s initial projections.

The federal programme emerged from Labor’s re-election in the 2025 federal election, having been a central pillar of its energy policy platform.

Around the time of its launch, Tim Buckley, director of think tank Climate Energy Finance, told ESN Premium that the scheme could make Australia a “red-hot market” for battery storage, predicting it would help build out local supply chains and stimulate broader investment in the sector.

Buckley specifically flagged that the federal subsidy was designed to be stackable with state-level schemes, at the time citing an earlier NSW battery subsidy programme that offered up to AU$2,400 in additional support, alongside a since-expanded Western Australian rebate offering up to AU$7,500 for some customers.

NSW’s new commercial and apartment discount scheme extends that stacking principle to non-residential and shared-building settings not directly covered by the federal programme, which targets small-scale household systems.

Unlike the federal scheme’s focus on individual households, the NSW discount is aimed squarely at commercial and industrial operators and multi-unit residential buildings, sectors that have not been the primary focus of federal subsidy design to date.

Businesses installing battery storage systems in the 20kWh to 50kWh range, described by the state government as suited to smaller operations such as restaurants, takeaway shops and convenience stores, sit at a scale between typical household systems and the battery storage systems that multi-unit apartment buildings and bigger commercial operations are likely to install.

By extending the VPP incentive to cover the same lower end of the market, the state government is also aiming to draw a larger pool of small commercial batteries into grid-support arrangements that, until now, have applied more narrowly to household systems.

The commercial and apartment-focused discounts add to a broader set of energy-efficiency incentives the NSW government said it is offering to small businesses, alongside existing cost-of-living support available to households, as the state continues to work through a residential and commercial battery storage market that federal and state programmes are helping to expand.
