
Solar company SolarMax Technology’s wholly owned subsidiary, SolarMax Renewable Energy Provider, has entered into two engineering, procurement and construction (EPC) agreements for battery energy storage systems (BESS) in Puerto Rico.
Yabucoa BESS is located in Humacao, Puerto Rico, and Naguabo BESS is located in Ceiba Municipality, Puerto Rico.
The two contracts are expected to generate a total revenue of approximately US$158.3 million. SolarMax is also purchasing a 9% equity interest in each project.
Under the agreements, SolarMax will provide EPC services encompassing design, engineering, procurement, installation, construction, testing, startup, and commissioning for a total of 400MWh of battery storage capacity.

The two BESS projects aim to enhance grid stability and energy affordability in Puerto Rico by storing renewable energy for peak demand periods. SolarMax claims these facilities are integral to the region’s comprehensive clean energy plan and are vital for ensuring grid reliability.
Both Yabucoa and Naguabo were part of a request for proposals (RFP), issued on behalf of Puerto Rico Electric Power Authority (PREPA), with six planned tranches. The projects were part of the first tranche.
In January 2025, on the last working day before Donald Trump’s inauguration, the US Department of Energy’s (DOE) Loan Programs Office (LPO) announced two conditional commitments and one loan closing in Puerto Rico, totalling over US$1.2 billion. The Yabucoa project was included in this financing.
The resolution and order mandate that PREPA complete the required review process with the Financial Oversight and Management Board (FOMB) regarding the four final agreements of the ASAP.
Puerto Rico has faced multiple challenges in advancing utility-scale energy storage and energy transmission infrastructure on the island.
