Georgia Power announces 2025 RFP for 500MW of BESS

Utility Georgia Power has announced the open comment period for its 2025 Request for Proposals (RFP) for battery energy storage system (BESS) resources. 

This RFP, approved by the Georgia Public Service Commission (PSC) as part of the company’s 2022 Integrated Resource Plan (IRP), provides a competitive solicitation for Georgia Power to procure 500MW of BESS.

The company aims to have the procured resources online by the end of 2031 at the latest.

The RFP, managed by independent evaluator Ascend Analytics, will invite proposals for standalone BESS with grid charging capability, as well as BESS integrated with renewable resources (new or existing) and grid charging capability.

The procurement target capacity is 500MW, with a required storage discharge duration of at least two hours.

In August, Georgia Power required certification from the Georgia PSC for 9,900MW of new generation resources, including more than 3GW of battery storage that the utility would own.

About 8,000MW of the requested resources were selected from an “all-source” RFP approved in Georgia Power’s 2022 Integrated Resource Plan (IRP).

Over the past year, the All-Source RFP involved collaboration between the company, Georgia PSC staff, and an independent evaluator.

The primary objective was to identify the most cost-effective and efficient proposals for dispatchable generation and storage resources, ensuring that construction schedules meet the projected winter capacity requirements from 2029 to 2031.

In May, the company began constructing 765MW of new BESS across the state. This capacity was increased from 500MW, which the Georgia PSC unanimously approved in 2024.

As reported by our colleagues at PV Tech, the Georgia PSC approved Georgia Power’s 2025 IRP in July of this year.

The utility initially proposed the 2025 IRP in January, building on a 2023 version of the document. Georgia Power anticipates an 8.5GW increase in electrical load in the state by 2030, which is over 2.6GW higher than the 2023 forecasts. The approved 2025 IRP outlines Georgia Power’s strategies to address this rising demand.

Participants interested in the 2025 RFP must register through the Ascend Analytics Power Procurement platform. They will then receive an invitation to attend the RFP Bidder’s Conference on 29 September, either in person or virtually.
